501 KAR 7:120 requires written legal authorization before release or removal and a record of these facts. A public copy can still contain lawful redactions. The regulation does not mean an online public feed exists.

Nelson's archived bond page said after-hours and weekend bonds could be made at the correctional center. Posting bond does not mark the exact physical exit. Staff still must verify the order, check other holds, process accounts and property, and complete the release record. Kentucky Pretrial Services can notify the jail and clerk after a judge's decision, yet another warrant or detainer may keep the person in custody. Use the jail timestamp for actual departure and the court order for the legal reason.
Nelson Roster Changes Need Proof
The official roster wrapper connects Nelson's older jail site to the live vendor roster. No public rule states how quickly JailTracker updates or how long a record stays visible after release. Comparing yesterday's screen with today's screen may produce a lead, but it cannot identify release, transfer, escape, or correction.
Use careful evidence labels. “Not found in the current Nelson roster” is accurate when paired with the check time. “Released today” requires an agency event, release date, or written record. This distinction prevents an ordinary website change from becoming a false claim about a person.
News Is Not Nelson Release Proof
The Nelson County Gazette maintains recurring jail logs, and local television covers unusual jail events. Such reports can help locate an approximate booking date or a jail-supplied photo. They are not a systematic same-day release source.
An arrest log describes booking, not how that custody episode ended. Return to VINE, the jail's release record, and the court order before stating that someone entered the community. News coverage should remain a discovery clue, never the final custody answer.
